Growing up in the Green Briar area and attending Antonian High School, JR always knew that he wanted to live in Castle Hills. After earning his Bachelors of Business Administration from Baylor Ubniversity he returned to San Antonio to buy his first home in Castle Hills. Aside from serving as Mayor, he is active member of the community; having been chosen to participate in several leadership programs as well as serving on nonprofit boards. 


JR first served as Place 1 Alderman in 2016 where he was the youngest Alderman in Castle Hills' history. As an Alderman, JR worked with State Senator Jose Menendez and State Representative Diego Bernal to work to close zoning loopholes in small municipalities like Castle Hills. JR later went on to be elected Mayor in Castle Hills in 2019. As Mayor he has provided steadfast servant leadership through some of the most challenging times in Castle Hills’ history. JR was re-elected in May of 2021 after running unopposed.

Successes In Office

Only months into the pandemic JR collaborated with the Texas Department of Emergency Management and the Southwest Texas Regional Advisory Council to provide over 1,000 drive-through COVID tests in Castle Hills. This project involved Texas Health and Human Services, San Antonio Metro Health, Army Reserves, Air Force Reserves, and VIA Metropolitan Transit. He was later able to partner with Bexar County to use Castle Hills City Hall as a mask, sanitizer, and plexiglass distribution center for all Bexar County Precinct 3 businesses.


In JR's tenure as Mayor the City of Castle Hills borrowed money for infrastructure improvements for the first time in City's history. The $8.25 million bond funded the maintenance of 20 streets, repaving of 10 streets, and 3 drainage projects. For perspective, Castle Hills would typically repave 1 street per year and in 2021 10 streets were reconstructed.


During Weather Event Uri, the week of February 15th 2021, JR set out to collect supplies for the City to setup a makeshift shelter in City Hall to include; cots, blankets, water, and food. Following the event he worked with ERCOT leadership to create the Texas Municipal Officers ERCOT Advisory Board. The board was designed to help facilitate communication between ERCOT and municipalities.
